The High Court remarked that no one is a VIP except the President and the Prime Minister; the rest are all servants of the state. At the same time, the court issued a rule asking why Titas' family would not be compensated for Tk 3 crore.

Besides, an additional secretary rank official has been asked to submit a report within the next three weeks, investigating the death of a schoolboy, in this concern.

The High Court bench of Justice FRM Nazmul Ahasan and Justice KM Kamrul Quader made the remarks on Wednesday in connection with the VIP protocol.

Sixth-grade student Titas Ghosh was injured in a motorcycle accident on July 24. He was admitted to a private hospital in Khulna. Amid the critical condition, he was being taken to Dhaka Medical College Hospital for advanced treatment last Thursday. An ambulance with ICU facility was hired at a cost of around Tk 50,000 to reach Dhaka under ongoing medical treatment.

The ambulance carrying Titus arrived at Kathalbari-1 ferry ghat at Madaripur at around 8:00 pm that night. At that time a ferry was on the ghat. However, the ferry didn’t leave the jetty showing excuse of  VIP, that Abdus Chhabur Mondal, additional secretary of the Prime Minister's Office for Access to Information (A2I) project, will cross the ferry. About three hours later, they run the ferry and it left Kathalbari-1 ghat while Titas died on the ferry before reaching the other end.

Meanwhile, the Ministry of Shipping has constituted a two-member committee to investigate the incident. The committee has been asked to submit an inquiry report to the ministry within the next seven working days. The committee has been made joint secretary of the ministry, Shahnawaz Dilruba Khan. Another member of the committee is the Deputy Secretary of the Ministry of Shipping Shah Habibur Rahman Hakim. The Ministry has informed that necessary steps will be taken after receiving the inquiry report.
